There are always have been fences around the White House. in the early 80s they had put in giant concrete barriers and every year they have to build stronger and stronger fencing. doesn't have to be who is in office at that time. there's just morons out there Who are upset that who they voted for didn't get in office and trying to get at one of the most powerful person in their world.
