He is a liar. He is replacing the existing bunker which is a story building deep under ground built in 1942, so it probably does need to be replaced. That is expected to cost 3 billion, so 5 billion and it will be bigger than the existing one. It will have at least a 3 feet thick heavily reinforced concrete blast proof layer built.
