While they support funding other parts of the agency, they are withholding support for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) until specific accountability measures are met. , including requirements to identify themselves, remove masks during operations, and obtain judicial warrants for arrests on private property. These demands intensified following the fatal shootings of two U.S. citizens by DHS personnel in Minneapolis in January 20. Another hurdle was President Trump's insistence that DHS funding be tied to the passage of the SAVE America Act (a voting requirements bill), which Democrats strongly oppose.
