can he tell right from wrong? If he knowingly did this, then he is eligible. But, 30years have passed, why not leave him alone? He couldn't make it on the outside now that he's institutionalized. Give him grace, if all is good on behavior over the years in prison. No violence, give him grace.

So I guess if you have a fool that can’t read but can physically murder someone and steal from the victim and sell items they stole They can make a career out of it them and keep on doing it? What bs is this country going to, a short rope would solve this problem or a bullet. The sign on my door says don’t worry about the dog, worry about Mr S&W. So if I shoot the mfr for breaking into my home I should give them a written test first?

Having a 4th grade reading level does not mean they are mentally incapable of understanding right from wrong, that there are consequences to commiting crimes or are unable to make decisions. It just means they were never taught or encouraged to expand their reading abilities.
