Trump's use of the "military" (national guard) is for support of federal immigration agents and facilities, not arresting illegals. That's the job of ICE. Federal troops need extra training in crowd control is what the president is saying. And considering the violent aggressive coordination of groups like Antifa he's just being prudent.
