you need to read the US Constitution again. This time pay attention to the Supremacy Clause. Also you need to know and understand the orders given. Most likely troops are sent to protect federal property and personal. Furthermore you must not be understanding the history of Portland Oregon having the level of violence and crime that has caused this force to be used in the first place. Best check Military policy for "Use of Force". Best do more research before putting your career on the ljne.
