Though I don't agree with the tactic of either party walking out to prevent a quorum, I do understand it. Unfortunately it is beginning to happen more often. A couple of years ago Republican legislators in Oregon walked out (went to Idaho) to prevent a quorum. After much wailing and gnashing of teeth. The result addressing their action was the usual fines, but no expulsion. Later the Oregon voters passed an Initiative where any legislator who had 10 or more unexcused absences during a session would be ineligible for re-election after his/her term ended.
