Kidnapping ? I’m thinking that they have authority to remove someone from a hazardous situations if someone doesn’t “look” safe ? Even if the person says they are fine…. I still think they have authority to bring that person to safety (?) Shark infested waters and rip currents seem like hazardous reasons to me ! If not then call law enforcement that can remove someone from a dangerous situation! I really don’t understand I guess but I wouldn’t think it would be considered kidnapping !!! 🤔
