If the bumper damage is purely cosmetic, doesn’t create a hazard, and your car is otherwise legal, it’s less likely they could successfully ticket you — but they could still stop you to check.

A police officer in most states do have the right to pull you over for missing part of bumper. It is illegal to drive without proper bumper or with one that is damaged, loosely attached, or creates a hazard. Look it up. States are different but most have this.
