if you cannot make them pay the money or do the time or community service themselves because they may be too young or juvenile or whatever then get the parents because of the parents have to pay money or time in jail or even do volunteer to clean the streets whatever they have to do then they will talk to their child correct their child and if they can't handle it they will get the city involved to place that child in a mental hospital or facility or whatever because parents are going to be angry that they have to pay for their children do and believe me when you hit them in a pockets or you hit him with some time I bet their kids won't do it again
