with the cameras are out these days everywhere filming everything you would think that cops would no longer abuse their power against US citizens but they continue doing it on the daily basis that's why they become and took the oath to become a cop so they could have that power and abuse it against other people those are the ones that need to be taken off the police force and never allowed to work anywhere on a police force in America they make the rest of the officers that do do their job and don't go out of their way to arrest people to look bad

The public easement is the sidewalk surrounding the parking lot and building... Unless this is a government building. The building management either owns or is leasing the land and building together. That makes the lot private property and the sidewalk and street the easement per usual. This is why you get a tow warning placards and fine warning.
