That's an outside load-bearing wall. The angle iron is okay on non-load frame and shear walls. Most engineered plan sets call for an I- beam with size based on load calcs. A strip of flat stack can be welded to the top to facilitate the block and a 4, 5, 6 by (or whatever the fixture frame calls for can be tapped on to the bottom forbthe framebtop plate.
