He was running and wildly shooting behind bim as he did. The publics safety is the next concern. To me he's lucky the cops did not put their vehicle in reverse and back up over him. I would have.
They taught us in the police academy that a vehicle can be used as a weapon if it is justifiable use of force. In this case a vehicle where as a gun and lethal use of force was justifiable

So, first cop hitting him sending him flying, absolutely. It knocked him down, disarmed him and immobilized him, ending the chase. The second cop running him over though.... yeah, that was wrong. Unprofessional and most likely illegal use of excessive force. It's not the police's job to exact punishment and/or revenge. Undoubtedly their emotions were running high and the officer was extremely pissed off, but they're supposed to remain professional and NOT react out of emotion.
I'm not sure if it's even the cops anyway but yes they immobilized the threat would you feel better if five got out and dumped full mags in him😉
