Actually this was a police officer who did this
The context on the video is wrong. What really happened is that the guy on the hospital survived a suicide attempt but him and the cop got into an argument and the cop slapped the guy multiple times. The man who attempted suicide was discharged from the hospital and attempted suicide again, but this time he was successful. The cop was later fired and arrested I think. R.I.P. to that man.

Ruben McAusland a former ex-Paterson officer sentenced to 66 months in jail for distributing heroin, crack cocaine, powder cocaine and marijuana that he took from the crime scene on multiple occasions to sell to someone who was cooperating with law enforcement. Authorities say McAusland and another Paterson officer both attacked a patient in a hospital. The man had an eye injury that required surgery.
