either the Chrome cap on the lug nut itself is not fuse to the lug nut anymore and you can try tapping with a hammer to see if it gets back in place, or the stud itself has rounded out from its position setting and you have to get behind the wheel on the back of the hub and use some vise grips to see if you can hold that in place while you try to spin off the lug nut from the front, after you get it off you are definitely going to need to replace the stud and lug nut so it doesn't happen again, this is all due from not using anti-seize
It's a Front tire, put it on the ground first and loosen then, or be a man and use an impact gun like your suppose to

Wrong size socket on both of them its as clear as day the lug he's attempting to remove is a wheel lock which requires a the tire lock socket to remove the lug and lower the car onto the ground not the ratchet

Ohh you forgot to put it in neutral . Duhh do that and then you need to cut off the flux capacitor. It’s located in the catalytic converter. Once you have completed those task pep boys will know how to do the rest!!
