Biker is at flaut here. He pasted a yellow sign with a merge sign just before the split road there. Bike lanes don’t cross over the highway lanes. They would in this instance stop at the merging highway lane coming from the right. Thus, by law the biker has to stop and wait for the road to clear before crossing the highway lane to get to the other sides bike lane. It’s just like, pedestrians are required to cross highways at pedestrian cross walks or get a jaywalking ticket. The biker here would be ticketed for failure to yield the right away.

A bike is just like a car if it’s going the same speed if you go into traffic, it’s the bicycle I used to ride a bike. I see people run red lights, all the time to ride bikes.
Car should be checking their mirrors before changing lanes, but the biker should also have enough sense to slow down when traffic is backing up like that since they know the likelihood of someone doing exactly what the car did is extremely high.
