I considered all of the logical answers which were pretty good, but unfortunately I think they might all be wrong. (no insult intended). So I decided to think out side the box ( which is where I spend most of my time ), and I watched it again and this is something I noticed. All 3 rigs look like they are from the same co. so probably have radios. Once the road is clear in front, and camera in position, it's time to play "crack the whip" or "follow the leader".🤔😲
To help slow him down, breaks must not be working !!!
Either one of the trucks has a problem or there is something serious happening on the road ahead or behind the trucks and he wants people to stay in their lane. Could a currant or retired truck driver please give us the correct answer or perhaps a policeman? Thanks.

My guess that these trucks are doing this, is to slow the truck down. It just came down a hill pulling a double trailer. This will enable the truck to stop quicker.; going slower.
random trailer is probably heavy in the rear causing the fishtailling when brakes are applied.

The first driver is warning any potential driver behind them that the truck in front of him is not the only truck so don’t try to pass him/them.
Must have been a strong crosswind. I've experienced many a crosswind coming off of hills, and there's usually "beware of crosswinds" signs.
