What a HUGE problem these officers have created for the city. If they were indeed instructed that city ordinances trump the Constitution, we have negligent training. If, on the other hand, these officers have taken it upon themselves to declare that the Supremacy Clause is not a thing, we have negligent retention of apparently untrainable employees. Neither looks good in court or the press.
