If he is in a USDOT registered vehicle and the operator is officially on duty the officer can require identification of all occupants of the vehicle. The reason for this they do not want non USDOT licensed drivers operating that motor vehicle because drivers will cheat the rest log. So if he is a team driver he must be USDOT certified as well..
