Is that how it worked out? Not really. 15 years ago I was a Targeted Case Manager for a company that subcontracted mental health services. That's how I became aware of the question on the application. Most of my clients received some form of public assistance. Therefore, I had contact with the local public assistance office. One of my colleagues there told me that the application for an applicant who answered yes to the question was to be processed the same as any other application. If a caseworker reported the applicant he faced career blackballing and termination. At any time that I visited their office at least half of the people in the waiting room were Hispanic.
