Most people working in a restaurant ( unless high end) don’t make much money. I always tip no matter the service but if good service a min of 30 percent

they took the jobs as waitresses knowing their pay was based on three bucks an hour and tips and you're only guaranteed the three bucks an hour it depends on the public to give you tips and some people don't think they have to it if you don't went to school and got you an education you wouldn't have to be working at the waffle house begging for tips

Still blows my mind that because the employer is too fucking cheap to pay waitresses a livable wage, its the customers responsibility to pay even more to make up for it. Everyone looks at the cheap tippers and get pissed off but not at the employer that causes this to be the norm. Tip culture is fucking trash.

Tipping is voluntary and based on your service, if you want more tips I suggest you work at a strip joint where they truly rely on tips. If you don't want to do that then find another job and just stop crying about it.
You try to get a good tip by offering good service. Sometimes you get better, sometimes you get worse and maybe even none. Sometimes a customer doesn't believe in tipping or Sometimes they don't have enough money. Making it mandatory is no longer a tip so you don't have to offer good service or even a smile.
