This is not fake. Some agencies are now using this approach: A stress free environment instead of a cage, allowing the dogs to approach humans & interact with them as they 'choose' their human. The goal is for a better fit between human & dog, to lessen these dogs being returned to a shelter.

I filled out a form at my local shelter saying what I was interested in. They called me a couple of days later and said they had a dog for me to look at. The waiting room was very crowded when I got there. They brought the dog out and he made a beeline for me and would not leave me. He's now my little buddy and protector

I wouldn't say AI as much as I would say they're probably doing an experiment to see if the pet can find its real owner in a crouded room without and verbal clues. . not looking for a new home adopted owner.
