There were processes they had to go through to be legally leaving and cleared to board the ship. When they got to Ellis Island, they were processed medically and for proper documents. It took an excruciatingly long time for the process that allowed them to come into our country. They were willing and USA was willing. A few didn't make the mark and were sent back. Others died from the crossing. The take- away here is everybody came with documents and, once they got beyond Ellis Island they had to find work & housing (get this! There were no gov't handouts). Those immigrants didn't touch our soil until they were _legal immigrants!
