It isn’t abuse but it isn’t right a man shouldn’t cut a girls hair and a girl shouldn’t cut a man’s hair respect goes both ways for both genders and I get hair grows back but it also takes time to grow back and everybody is different so it could’ve took a while to grow that hair and ppl just cutting it. I’m not on any side because it’s not right either way you don’t have the right to do that no matter your gender, age, or race.
