Example, actual protests are: protesting across the street, waving signs, yelling profanity, you can enter restricted areas and protest but you are subject to the law, at which point you surrender to law, without problems.. peaceful protest is knowing when you cross that line that your going to face the law and you do so peacefully.. Agitating- is when you go straight to restricted areas and do more then protest, you vandalize, you assault, you throw things, get in people's faces, stop religious gatherings, run off opposing protesters. Agitators dont follow laws and think they can't be touched by the law!
