the most important word i read in that law is "Toward". her vehicle wheels were clearly turned all the way "Toward " the right. obviously indicating her intent to turn "Toward" the right. not straight ahead or to the left "Toward" the officer. and when the car moves forward it does infact move "Away" from the officer. and that fact will be completely ignored by those wishing to prosecute her.
