What is modest about a hem half way up the thigh? True modesty is hems to the knees. Granted her top is modest, her breasts are covered. As a child of the 1950's we were punished if the hem didn't touch the calf when we bent our leg. Jackets were finger length long when we stood erect & our arms hung down, unless they were boleros. Modesty covers & doesn't expose.
