that is a brake s-cam for heavy trucks. provided they take enough off to fit in the bushing it has to . The question is if this was done to repair bushing ware or repair a break. either way it can't be DOT happy...

The bushing surface he cut. down looks smaller than the rest of the shaft, it would be loose in the bushing, I would normalize it after machine work to releve stresses.
