If the " First Crime " in his issue was, " You refused to identify yourself ". The Policeman should have effective the arrest. However the Cop got caught , when he told the person in the car he was arresting him for " Obstruction". Obstruction is a secondary offense. In this evidentiary video , the Cop when asked , " What am I being arrested for"? Should have stated. (1) FAILURE TO IDENTIFY YOURSELF.
