as Oliver Cromwell once said. trust in God my boys and keep your powder dry.. mortar increments are susceptible to moisture due to propellant degradation when moisture is absorbed. desiccant bags would probably help when storing them but when they're out in the open and it's foggy out anything dry acts like a sponge to absorb moisture such as the propellant in the increment bags. they also could have been rained on or high humidity in the area that will cause a Short round or non-firing situation
