I agree that dude should have been made aware of what he did, and face his obstruction charges that come with it, all without the unnecessary tackle from the back after it was evident the scene was safe. Just like in football with a tackle to the back after the play, the officer should be repremanded. He'll likely claim heat of the moment, while the bicycle guy will claim excessive force.
