Why was a 4 year old child left alone in a vehicle unrestrained? Not to mention not in a legal parking spot either? Where are the child endangerment charge!?

The tow truck driver spotted the car pulled up and backed in to hook it up and then pulled the vehicle onto the roll back, Chained it down and split.How did the kid crawl out?
