I agree that HOA are almost always overreaching, but drying clothes in the FRONT yard? We had clothes lines when I was a kid - but it was out back. I never saw or heard of one being out front. And I can see where it might be an eyesore to a neighborhood's appearance. Not sure about bringing down the property values though.

These HOA’s have a lot of ridiculous rules. I have a friend who was fined for patches of dying lawn. Thing is they hired the people who were supposed to fix the lawn. They should have had the lawn people fix it.
