lawmakers would have to change food safety laws due to it being illegal to serve food outside of the recommended food lifetime. e.g. after time and temperature abuse

Our local gas station gives them away for free once they go past the sell by date. And they wonder why they never sell but always go when they’re “expired”

BELIEVE me I work for a place too, that WE have to THROW away the expired food. it sucks BUT ANYONE will sue FOR ANY REASON. This is WHAT America has become.

I grew up by a dunkin donuts. they would donate their donuts at the end of the night to the homeless shelter until the homeless kept complaining because they didn't want day old donuts. They wanted fresh donuts. so at the end of the day, they got no donuts.
That's why a lot of restaurants throw away the food.Because if anybody gets sick , they can come back and sue that restaurant.
you can always waiver the cast offs .... you pick up and use at your own risk

you should give them all to the homeless leave the trash bag out with a sigh that says free for homeless leave it next to the trash they will be gone in a heartbeat i used to do that at the donut shop I worked at and the homeless came at 12am every night to pick up and nobody got in the way if you set a time with them to get them they won't disturb the peace and they will be full all day
