Best part about being off duty (I'm guessing) is the fact that he was free to act on his impulse to be a Batman level crime stopper but also having the option to not arrest the guy and saving him from having to do a mountain of fucking paperwork for some dweeb with a basket of stuff that would be traded on the streets for fractions of the original value.
