I never get taxed on my SS, and I draw the max. So I'm not sure who it benefits, I'm sure it does, probably people who have money, once again it doesn't benefit anyone struggling. even on no tax on tips it's not permanent and once you hit a certain amount it no longer applies to you. no tax on OT, once again it's not permanent and it to has a limit.
