sagging got its start in the prison system. It is\was a way of signifying that you were looking for um...some evening company, and what role you would be as part of the ummm date I guess? I learned this from my father-in-law who worked in corrections.

i was in court once and a guy came in like that ,the judge told him to step in the back,( the bullpen) the deputy was going to show him how to wear pants in his courtroom
