The Left doesn't understand how contracts work. Every year, Congress writes bills that provide money to various things. Every bill has contractual deadlines for when the funding ends. A new president can't just end funding that Congress has already approved. Every year, there has been a "Continuing Resolution" to keep the money flowing to all those bills from previous administrations. Democrats shut down the government because the Republicans refused to allow another "Continuing Resolution" that extended all the wasteful spending.
