this was at Lake of the Ozarks in Missouri the soldiers are from Fort Leonard Wood not too far away it happened several years ago it was on the news I don't think the bar ended up too well financially after that

Bar dude is correct. One cannot simply tear a Mil/Gov ID, let alone scratch off the laminate. Official Mil/Gov ID's are designed specifically to withstand harsh environments. Shears, direct heat or a lot of playing in the sand will be the only thing that can destroy those.
