All he got to do is write him up with an incident report. Then wait until lock down for count. Then go and get him and put him in lock up. Then he will be found guilty and then take his phone for 6 months. Problem solve

that cop isn't trying to deescalate, those calls cost the same for 5 or 15 min. so if that cop hangs up the phone he costs that guy money, and it is not always easy to get to use the phone in prison. sometimes it takes weeks to get out of your cell to use it. so let that man have his call and address him afterward. if he was doing something that bad he'd have the whole goon squad on him

convict on phone refusing to follow directions need an adjustment. We have let the inmates run the prisons for far to long, its beyond time to reinstall order. If that means many inmates expire, well there inmates, obviously they had no respect for society to start with, not gona be missed.
