yes, it's legal, and they obviously love loud music but have some consideration and respect for others. That and accountability is a lot of what's wrong with people these days. It's nonexistent anymore.
most cities have an ordinance for loud noise or music, and its usually 10 pm. so unless you can come to an understanding, not a damn thing anyone can do about it until 10pm.
