You can’t forcibly detain someone because they allegedly hit another vehicle.
She is standing in front of a several thousand pound machine with who knows who is behind the wheel and with what issues they have. She does know they just hit a car and were planning to leave quickly so that tells you about their integrity. Now will they step on the gas and hit you? Just let them see you take a picture of the car, plate, maybe the driver then call the police. Don’t get killed over it.

I would do this too AFTER taking a pic of the license plate and driver. Then it's leaving the scene of an accident if they leave.
