In the worst case scenario, the guy's going to put you 40 ft further from your destination. That means you'll arrive possibly 2 or 3 seconds later. If that upsets you, how are you going to feel, if something really bad happens to you?

I usually park my patrol car in the emergency lane and wait for the ones that use it as a passing lane. Particularly where there js an off ramp . They are going to take that ramp.

Okay, I'm going to keep it 💯. I f'n HATE people who do this. When I see it, INSTANT ROAD RAGE! However, I'm also guilty of it. I've done this a couple of times when I was in a rush.
Been there quite a few times. Seen that type of move way too many times.They usually come way back at high speed and the try that cut in line move.
I do that shit all the time in NY, the funny thing is I still rock limp bizkit
The funny thing is a lot of the time it is quicker to detour around a traffic backup. I tend to detour mostly to keep me moving especially if I am driving a manual transmission vehicle.

I don't like it either and may or may not let the driver in. But, sometimes highways/roads are poorly marked and the driver may not have realized it was an exit only lane.
Me? That's easy I'd never let the driver in front of me and I was raised with consideration is a given, respect is earned. That driver showed no consideration of all the people it passed waiting their turn. I'd show the lack of respect for it by blocking the person. To me this is a form of bullying. I hate bullies.
