Looks right to me. So sad. Well, he may think he was cool at the time, but that's illegal. So at the end, the other guy will have the last laugh. You had the vehicle ticketed and then towed. The owner has to go through hell to get it back.

I think I would pay for a tow and not tell anyone where I had it towed to. If the tow company legally has to contact the owner then the owner can pay for it. Either way it’s getting towed.

had that happen at my property one time, got my cat loader out with chains threw them through the windows lift it up then deposit it in the ditch and run it over several times, rake the gravel driveway put the cat back in the barn raking it's tracks then drove back home. got a call from the sheriff department, what I have been home since last fall, what happened. never mind
