I doubt this is why. the craft that aren't human built, at least not humans above ground, that might be why. i watched military planes and choppers fly over certain coastal areas for weeks getting tagged by something shooting something out of the ocean and onto whatever flew over the areas. they flew in a tight grid pattern as if they were scanning the area underground and underwater for months..
Why would NASA explore the ocean floor? Their purview is aeronautics and space.
