I bet I know what this neighbor looks like.
I have a cleaning business and I have done hoarding situations for over 20 years and I'm here to tell you that this should be unacceptable! this causes numerous of health problems never mind that you can't sell your house because nobody wants to live in a neighborhood with someone like this. Animals go in there and die as well as owners and nobody ever knows it! The destruction this causes is unbelievable. If you have never had the pleasure of cleaning something like this up then you have no idea what kind of damage this does to the house, the owner, the neighbors and environmental! These are the most disgusting situations you will ever encounter! if you don't believe me and you've never dealt with it watch episode of Hoarders!
Ya that's just too much. If the property owner keeps it that way for a period of time The city needs to issue a red tag. Cause these hoarders are living in filth. Animal hoarders too. These animals are in squalor and cruel. Claim on mental illness no they don't want help. Tear that house down!

Most cities will take the owner to court for that trash and order them to clean it up. When's the dumpster coming ? It is a health hazard, an eyesore, and just disgusting. How'd it go as far as it is without intervention to begin with ?

Build a giant wall, decorate with plants that specifically "drink" waste and poisons. That's all I can think of to do if you can't force the neighbors to get it cleaned up. You might suffer during that process too because of all the nests that will kick up. But do the wall and plant thing, try to sell, move into the woods with plenty of space between you and the nearest neighbor.

I deliver propane in the boonies and my theory is while most of us take our junk to the landfill there are those who go to the landfill get an overflowing load of garbage and junk and then take it home and spread it around there yard.🤔
