By law, you have to prove the messages electronically cane from a particular device, and that can only be done by confiscating the device. That requires a warrant. Hypothetically, a cop could arrest under the assumption that everything he is told by the reporting party and the defending party is factually correct, and make the arrest based on preliminary viewing of evidence, however should he be wrong, then the law suit for illegally arresting someone is at stake. Now, if the reporting party had contacted law enforcement first, conducted the operation, and the cops witness the acts relevant to knowing the perpetrator was committing the acts, then an arrest would and could be carried out. Some county sheriff's offices are different, some gi by the book. Sadly, this seems wrong, but he's right.
