New York State — the lack of body cameras enables impunity and abuse of authority by Tarrytown Police Officer, badge #29. A citizen’s First Amendment right to record was violated, and they were also threatened with arrest on multiple occasions by this officer. No ticket was issued, and no arrests were made. These Tarrytown police officers didn’t care that the citizen had been robbed by MTA State Police TBTA Officers Edward J. Elsis and Sergeant Orlando Caholo.
