Out of sight there's too much that happens. The trash they drag in and leave behind along with the drugs and alcohol. Many of them receive some type of benefit and hold a P O box to receive mail. Many choose the streets instead of paying rent in order to fund their addiction. Any section 8 housing won't tolerate their activity.

If the highway needs emergency repairs or routine maintenance, Government doesn't have time to follow legal squatter rights in civil courts to properly evict when necessary repairs need made to ensure highway driver's safety. Someone's family member could be seriously hurt or die while the court cases are pending. It's easier to make areas inhabitable. What if a huge bonfire, made for heat causes a serious condition for motorists above.
