In short, using a remote-controlled device to intentionally damage your neighbor's property is a criminal act with serious consequences. It is never a "prank" and is illegal regardless of the device used.

HOA rules don't override laws. I see 2 misdemeanors and 1 felony in this video. Please read the fine print in the RC cars pamphlet. Any modifications or attachments made to remote-controlled items that make them harmful must be permitted and authorized through local and state governments. Failure to do so results in a Class 3 or C felony and could result in 3-5 years prison sentence and/or up to a $100,000 fine.
